AKEL Ne Dedi? (What did AKEL Say?) – Celal Özkızan

AKEL geçtiğimiz günlerde su konusu ile ilgili bir açıklama yaptı…

AKEL bu açıklamasında, bu anlaşmanın kabul edilemez olduğunu belirtti…

Sebeplerden biri olarak “Kıbrıslıtürklerin yoğun tepkilerini” de göstermiş olsa da, itirazın ana sebebi, anlaşmanın “yasa dışı devlet” ile imzalanması ve çözümden sonra bu anlaşmanın yeni kurulacak devleti de bağlayacağı kaygısıydı…

Bu çerçevede AKEL, “izlenebilecek tek yol”un, “federal Kıbrıs Cumhuriyeti ve Türkiye arasında devletlerarası ilgili anlaşmanın yapılması” olduğunu dile getirdi…

AKEL’in suyun özelleştirilmesinden çok, bu özelleştirme anlaşmasının “yasa dışı devlet”ile yapılmasına ve işin hukuki boyutuna dikkat çekmesi, solun tarih boyunca yaptığı o temel hataya maalesef bir örnek teşkil etmekte…

Ne mi bu hata ? Solun “sınıf”tan çok “devlet”e sahip çıkması, solun “toplumsal ilişkilerden” çok “yasalara” ve “hukuka” odaklanması, solun yurtseverlik anlayışının “coğrafyaya” değil o coğrafya üzerinde kurulmuş “devlet”e sahip çıkma anlamına gelmesi…

Dünyadaki pek çok toplum, son 40 yıldır, korkutucu bir neoliberal girdap ile boğuşuyor…

Bu girdabın en temel karakteristiği ise, “daha fazla piyasalaştırma” : Yani kamusal alanların özel mülkiyete devredilmesi, kamusal kurumların özelleştirilmesi, halkların temel hakları olması gereken hizmetlerin piyasaya açılıp “kâr etme amaçlı” değerlendirilmesi, emeğin haklarının ve gelirlerinin gittikçe daha çok sermayeye devredilmesi…

Siz ne dersiniz bilmem, ama biz buna “sınıf mücadelesi” diyoruz…

Sınıf mücadelesinde de, ya emeğin, hakların ve kamusallığın yanında olursunuz; ya da sermayenin, piyasanın ve özel mülkiyetin yanında…

Aynı şekilde, sosyalistler için “devlet” ve “hukuk” dediğimiz kavramlar, legallik ya da illegallik temelinde değil, toplumsal ilişkiler çerçevesinde ve emek-sermaye çelişkisi temelinde değerlendirilir…

O yüzden AKEL’in yapması gereken açıklama şuydu : Suyun özelleştirilmesi, neoliberal bir saldırıdır. Biz su hizmetinin kamusal çerçevede sunulması taraftarıyız ve bu neoliberal saldırıya direnen Kıbrıslı Türk halkı ile dayanışma içindeyiz. Ancak AKEL, Türkiye’yi, bu anlaşmayı “yasal devlet” ile yapmaya çağırdı. AKEL için temel sorun “özelleştirme” değil, kktc’nin “yasadışı” olmasıydı.

Evet, bizce de kktc yasadışı. Ancak Kıbrıs Cumhuriyeti’nin “yasal” olması, bu devletin altındaki emekçilerin ve gençlerin neoliberal kemer sıkma politikaları altında inim inim inlediği gerçeğini değiştirmiyor…

Hem zaten devrim de “yasadışı” değil mi ?

AKEL recently made a declaration regarding the water issue…

In this declaration, AKEL stated that this agreement is not acceptable…

While AKEL refers to the “intense reactions of Turkishcypriots against the agreement” as one of the reasons, main reason for AKEL’s objection is that the agreement was signed with the “illegal state” and the concern that this agreement may bind the state which will be established with solution to the Cyprus problem…

In this frame, AKEL declared that the “only possible way to follow” is “to make an inter-state agreement between the federal Republic of Cyprus and Turkey”…

AKEL has put more emphasis on the legal aspect of the issue and that the privatization agreement is made with the “illegal state” than the privatization itself; and this approach constitutes a basic mistake, a mistake made by the left throughout the history…

What is this mistake ? That the left embraces the “state” more than the “class”, that the left focuses to “laws” and “legality” more than the “social relations”, that the left embraces a patriotism not of the geography but of the state which is established upon that geography…

Most of the societies in the world, in the last 40 years, have been struggling with a terrifying neoliberal twist…

One of the most basic characteristics of this twist is the “more marketization” : transfer of public spaces and spheres to private property, privatization of public institutions, marketization and reevaluation of the services –which supposed to be the basic rights of people- in the name of “profit-making”, transfer of the rights and incomes of labourers more and more to the capital…

I do not know how you call this process, but we call it as “class struggle”…

And during a class struggle, you take side either with the labour, rights and public ownership; or with the capital, market and private property…

Likewise, for socialists, the concepts such as “state” and “law” do not be evaluated upon the grounds of “legality” or “illegality” but instead upon the grounds of social relations and contradiction of labour and capital…

Therefore, AKEL’s declaration should be in this way : Privatization of water is a neoliberal assault. We are in favour of providing the water service within public framework and we are in solidarity with the Turkish Cypriot people who are resisting against this neoliberal assault. However, AKEL called Turkey to do this agreement with the “legal state”. That is to say, main problem for AKEL is not the “privatization” but the “illegality” of trnc.

Indeed, trnc is illegal for us as well. But the “legality” of Republic of Cyprus does not change the fact that labourers and youth of Republic of Cyprus have been groaning bitterly under the neoliberal austerity policies…

After all, revolution is “illegal” as well, isn’t it ?
